Technical Program Manager - TS/SCI with Polygraph
Education & Experience - Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical field.
- 10+ years of experience in technical program or project management, systems engineering, or product development roles.
- Experience leading large, cross-functional technical programs from concept through delivery.
Technical Competencies - Strong understanding of software development lifecycle (SDLC), system architecture, cloud technologies, and/or hardware integration.
- Ability to translate complex technical concepts into clear requirements, timelines, and deliverables.
- Proficient in Agile, Scrum, SAFe, or other modern delivery frameworks.
- Familiarity with DevSecOps practices, testing frameworks, CI/CD pipelines, and system reliability engineering principles.
- Experience with project management tools (e.g., Jira, Azure DevOps, Confluence, MS Project).
Program Leadership & Execution - Own program planning, scheduling, resource coordination, risk management, and overall execution.
- Drive alignment across engineering, product, operations, cybersecurity, and leadership teams.
- Build and maintain detailed program roadmaps, milestones, and dependency frameworks.
- Identify, track, and mitigate program risks and issues with a proactive approach.
- Ensure delivery of technical capabilities that meet requirements for quality, security, and compliance.
Communication & Stakeholder Management - Strong executive communication skills, with the ability to brief senior leadership and external stakeholders.
- Facilitate cross-functional discussions to resolve technical and programmatic conflicts.
- Prepare program dashboards, status reports, and decision-ready briefing materials.
- Act as the central point of contact for all program communications.
Strategic & Analytical Skills - Ability to analyze complex problems, evaluate trade-offs, and drive data-informed decisions.
- Support long-term technical strategy, capability roadmapping, and resource planning.
- Demonstrated ability to balance tactical execution with strategic direction.
Leadership & Collaboration - Lead matrixed teams without direct authority; influence technical and business partners.
- Foster a culture of accountability, transparency, and continuous improvement.
- Mentor teams on program discipline, requirements quality, and execution best practices.
